Uplands Redevelopment

The Uplands Redevelopment in West Baltimore delivers a transformative community vision with more than 750 new dwellings serving residents across a broad range of income levels. As one of the city’s most forward‑looking redevelopment initiatives, the project features Baltimore’s first green alley system – porous paving installed over a below‑grade gravel reservoir – to sustainably manage stormwater while enhancing neighborhood livability. The revitalized community integrates modern infrastructure, new public roads and resilient utilities designed to support long‑term growth.

What challenges did STV address?

Revitalizing a large, mixed‑income community required the creation of a modern infrastructure framework across a 50‑million‑dollar redevelopment area. STV needed to design extensive mobility, stormwater and utility improvements while coordinating across multiple city agencies and utility providers. This effort demanded careful planning to integrate new roadways, sewers and stormwater systems while preserving service continuity and meeting evolving environmental standards.

What solutions did STV deliver?

STV provided comprehensive planning, civil engineering, landscape design and construction administration services. The team designed more than five miles of new public roads and alleys, complete with utility systems to serve homes, businesses and community amenities. Coordination with Baltimore’s Department of Transportation, Gas & Electric, Verizon, Comcast, the Department of Public Works and the Wastewater Analyzer’s Office ensured the successful design of new sanitary sewer systems and stormwater management strategies, including the city’s pioneer green alley network.

How does this project benefit the region?

The redevelopment enhances housing accessibility, strengthens neighborhood infrastructure, and introduces landmark green systems that improve environmental resilience. The project supports long‑term community vitality by providing sustainable stormwater solutions, modern transportation connections and upgraded utilities that benefit residents, businesses, and the broader West Baltimore region.
