Valley Region Elementary School #13

Valley Region Elementary School #13 is a new 60,111‑square‑foot campus in Panorama City, California, developed by the Los Angeles Unified School District to help relieve overcrowding at local elementary schools. STV provided full architectural and engineering services from schematic design through final design for the new school, which features 38 classrooms, a kitchen and cafeteria, a library, administrative offices and a multipurpose room. The L‑shaped complex was designed with a strong emphasis on sustainability and energy efficiency, earning LEED® Gold certification.

What challenges did STV address?

The district needed a modern, environmentally responsible elementary school that could serve growing student populations while reducing operational costs and environmental footprint. The project required strategic site planning to minimize heat gain, detailed integration of sustainable systems, and holistic design measures that support both student well-being and long-term energy performance.

What solutions did STV deliver?

STV designed all major building systems – including architecture, structural, mechanical and electrical – and incorporated robust sustainability features throughout. The building orientation minimizes western exposure, while roof overhangs and covered walkways reduce heat‑island effects. Additional strategies include natural ventilation, the use of recycled materials, high‑rated air filters and a water‑reuse system for landscaping. Collectively, these measures enabled the school to achieve LEED® Gold certification.

How does this project benefit the community?

Valley Region Elementary #13 expands educational capacity in Panorama City, creating a safe, healthy and environmentally responsible place for students to learn. The school’s sustainable design reduces energy and water consumption, lowers long‑term operating costs and contributes to a greener community for future generations.
