West Oakland Maintenance Facility

Amtrak engaged STV to design and manage the creation of a modern rail maintenance hub in Oakland, replacing a century-old facility. The new project was designed to support locomotives and passenger trains on the Capitol Corridor and San Joaquin routes, thereby eliminating the need for costly and time-consuming detours to Los Angeles for major repairs. In doing so, it strengthens rail service in Northern California, enhances operational efficiency and ensures better working conditions for maintenance teams.

What challenges did STV help address?

Replacing a deeply outdated facility came with multiple challenges. The original yard, dating back to 1916, necessitated careful planning to maintain continuity of service during the transition of operations. Environmental cleanup and regulatory compliance were essential – STV carried out Phase I and II environmental studies, subsurface testing and CEQA review to address soil and groundwater concerns. In addition, neighborhood sensitivities required the design to mitigate noise and lighting, including soundproofed test bays and low-mast yard lighting to reduce community impact. The complexity of rail operations also meant integrating advanced inspection and servicing capabilities, with a layout that supports modern maintenance workflows.

What solutions did STV deliver?

STV delivered end-to-end services – from master planning and environmental work through to final design and construction support. A 43,000-square-foot maintenance building was designed to house coach repair shops, administrative offices, storage, and support functions. The yard infrastructure includes six service tracks over inspection pits, as well as fueling, sanding, car cleaning and waste-handling systems. An enclosed 300-foot train washer and a soundproof locomotive test station were integrated to manage emissions and noise. STV also handled site civil design, stormwater systems, access roads, environmental remediation and architectural fencing to fulfill Oakland’s regulatory requirements.
