The World Trade Center Vehicular Security Center (VSC) was designed to protect one of the most significant memorial and commercial sites in the world while preserving its accessibility and civic character. To meet the Port Authority of New York and New Jersey’s stringent security requirements, Liberty Security Partners (LSP) – a joint venture of STV and AECOM – designed a below-grade, highly fortified security checkpoint and tour bus parking facility that screens all vehicles entering the 16-acre World Trade Center campus before they reach surface streets or buildings.
What challenges did STV address?
Designing the VSC required navigating extraordinary technical, security and urban constraints. The facility had to remain operational during catastrophic events, integrate evolving anti-terrorism technologies and coordinate seamlessly with multiple interconnected WTC projects. Additional complexity arose from Superstorm Sandy, which flooded the facility during construction and required extensive remediation and new flood-mitigation designs to meet updated building codes and FEMA requirements.
What solutions did STV deliver?
Through LSP, STV delivered full multidisciplinary design services – including architectural, structural, civil, geotechnical, MEP, traffic, security and communications engineering – for the four-story, 295,700-square-foot facility. The design incorporates hardened structural systems, redundant infrastructure, advanced vehicle screening and restraint technologies and secure circulation for cars, trucks, and buses. STV also contributed to post-Sandy flood mitigation, sustainable design features, and the structural support of Liberty Park, a one-acre elevated public space built atop the VSC.

By screening and parking vehicles underground, the VSC reduces congestion and pollution on Lower Manhattan streets while safeguarding thousands of daily visitors and tenants. Its design preserves the dignity of the World Trade Center site, supports the September 11 Memorial, and establishes a model for integrating advanced security infrastructure within dense urban environments.
