HARTFORD, CT – STV has been selected by the Connecticut Department of Transportation (CTDOT) to provide construction engineering and inspection (CE&I) services for the rehabilitation of the William H. Putnam Memorial Bridge, a 1950s-era structure carrying Route 3 over the Connecticut River, connecting Interstate 91 in Wethersfield and Route 2 in Glastonbury.
STV will oversee construction activities, including steel strengthening, deck and joint reconstruction, drainage replacement and full-bridge painting, while keeping the bridge open. Work will be performed during low-traffic periods and select weekends. Construction activities will be performed over land and water, while safely maintaining water traffic and complying with state and federal environmental regulations.
“Rehabilitating a major river crossing without shutting it down demands precision, trust and strategic decision-making,” said David Breza, PE, vice president and Connecticut area manager at STV. “Our role is to help CTDOT extend the life of this bridge while keeping people and commerce moving safely through one of the state’s most constrained corridors.”
The Putnam Bridge project reflects CTDOT’s strategic shift toward targeted rehabilitation of mid-century bridges rather than full replacement. For transportation agencies facing funding, traffic and climate constraints, this approach allows critical infrastructure to be modernized without prolonged closures.
STV provides planning, design, engineering and construction oversight for complex highway and bridge projects nationwide, helping public agencies rehabilitate, replace and modernize critical transportation assets. The firm’s highways and bridges portfolio includes work on major river crossings and limited-access corridors, such as the Portal North Bridge Replacement in New Jersey, the Hampton Roads Bridge-Tunnel Expansion in Virginia and the Belden G. Bly Bridge Replacement in Massachusetts.
STV has a long-standing presence in Connecticut, delivering infrastructure projects across transportation, buildings, water and environmental services for state agencies, municipalities and institutional clients. In Connecticut, the firm’s work includes the Connecticut River Bridge Replacement, Connecticut College New London Hall, New Haven Yard West End Rail Storage and CTfastrak New Britain to Hartford Busway.
