Passenger Rail Industry Leader Joins STV’s Vehicles Group

WASHINGTON, D.C. – STV, a leading professional services firm that plans, designs and manages infrastructure projects across North America, today announced that Tara Soesbee has joined the firm as vice president of rolling stock client engagement. Soesbee is a passenger rail industry veteran with a long-standing record of delivering impactful transit vehicle programs across the nation. In this role, she will work closely with leading agencies throughout North America to support vehicle procurement programs while supporting STV’s national vehicles practice with strategic pursuits.  

“Tara is a highly motivated individual with a passion for program and project management and she will be a tremendous asset for our passenger rail and transit clients across North America,” said James Martin, PE, PMP, senior vice president and head of the vehicles practice at STV. “For more than two decades, she has delivered complex and technically challenging projects, and has demonstrated a strong history of leading teams and translating concepts into crucial, tangible results.”  

Prior to joining STV, Soesbee was the senior director for Amtrak’s long distance fleet replacement program, a multi-billion-dollar capital program to replace the national railroad’s Long Distance Fleet, including all aspects of operationalizing the new fleet. Additionally, she worked at a professional services firm as a vice president of rolling stock where she supported vehicles projects for major agencies such as the Southeastern Pennsylvania Transportation Authority (SEPTA), Bay Area Rapid Transit and the Los Angeles County Metropolitan Transportation Authority in California, NJ TRANSIT and MTA New York City Transit. She also served as a senior program manager accountable for the execution of several new rail vehicles and capital improvement projects for the Washington Metropolitan Area Transit Authority (WMATA).  

She earned a degree in human services from Alfred State College – State University of New York College of Technology.  

For decades, STV’s vehicles team has been a nationally recognized provider of vehicle procurement and engineering services for rail and transit projects throughout North America. SEPTA recently selected the firm to lead the procurement of the agency’s M5 rail cars for its Market-Frankford Line. STV’s vehicles team has also supported the NJ TRANSIT ALP-45DP Dual-Powered Locomotive, Amtrak Airo Intercity Trainsets, Metro-North Railroad Dual-Powered Locomotives, Metra Bi-level Coaches and the Maryland MTA Baltimore Metro Subway programs.
