STV’s Mariya “Masha” Rowley, PE, CBSI, a Pittsburgh-based project manager and structural engineer, has been recognized as one of the Pittsburgh Business Times’ 20 People to Know in Engineering 2025.

Rowley has dedicated her career to delivering safe, reliable infrastructure across Pennsylvania. She currently manages three bridge replacement projects in Millvale, a bridge replacement near Indiana and an upcoming rehabilitation program for four City of Pittsburgh bridges. Additionally, she serves as the project manager for the Pittsburgh Regional Transit’s Panhandle Bridge program management oversight services contract.

Previously, Rowley led STV’s work on the accelerated demolition of a deteriorating bridge over Route 51. This complex project required innovative design and construction solutions to overcome right-of-way constraints, maintain traffic flow and reopen the roadway as quickly as possible. Remarkably, the team delivered the project in just seven months – from design kickoff to completion – earning the Engineers’ Society of Western Pennsylvania’s 2024 Project of the Year Award for Rapid Response.

Rowley’s portfolio also includes leading structural engineering efforts for several elements of the Pennsylvania Department of Transportation’s (PennDOT) $880 million Betsy Ross Interchange reconstruction in Philadelphia, one of the agency’s largest infrastructure programs. She also managed Allegheny County’s Small Bridge Inspection Services program, overseeing inspections and evaluations for more than 200 bridges across western Pennsylvania.

Beyond her technical expertise, Rowley is an active leader in the engineering community. She has served on the American Society of Highway Engineers (ASHE) Pittsburgh Section Board for more than a decade, holding roles such as registration chair, women’s task force leader and, most recently, immediate past president for 2024-2025. In recognition of her service, ASHE honored her with its prestigious President’s Award. She also serves on the Women’s Transportation Seminar (WTS) Pittsburgh Chapter Board as chair of the Sponsorship Committee and remains an engaged member of the Engineers’ Society of Western Pennsylvania through its Technical Society Fair Committee.

Rowley’s selection by the Pittsburgh Business Times highlights her impact on engineering in Pittsburgh, Allegheny County and across Pennsylvania. Her work demonstrates a commitment to infrastructure innovation, public safety and professional leadership.
