Several infrastructure programs supported by STV have been recognized in Engineering News-Record’s (ENR) 2026 Regional Best Projects Awards program. The honored projects highlight investments in freight mobility, transit accessibility and transportation connectivity that are helping communities and regional economies function more effectively.
Camp Hall Rail Phase 2
The Camp Hall Rail Phase 2 project in Berkeley County, South Carolina, was named Best Project in the Airport/Transit category by ENR Southeast. Submitted by Kiewit, the project is part of the larger Camp Hall Rail Connection program that will provide a direct freight rail link between Camp Hall Commerce Park and the national CSX network.
STV serves as project manager and lead designer for the corridor on behalf of Palmetto Railways. The firm’s responsibilities include integrating civil and track design, highway and bridge engineering, stormwater and drainage planning, signal layout and permitting coordination for the 23-mile rail connection.
Once complete, the corridor will support industrial growth in South Carolina’s Lowcountry while creating new multimodal freight options and reducing pressure on regional highways. The program represents a significant freight infrastructure investment that will improve connectivity between the region’s growing industrial centers and the national rail network.
CSXT Howard Street Tunnel Clearance Project
The CSXT Howard Street Tunnel Clearance Project in Baltimore received an Award of Merit in the Airport/Transit category from ENR MidAtlantic. The project was submitted by the Skanska Fay Joint Venture.
STV provided program and construction management (PM/CM) services for the transformative freight rail initiative, which addressed longstanding clearance constraints along a key East Coast freight corridor. The program included improvements spanning Maryland, Delaware and Pennsylvania and created the infrastructure needed to accommodate modern double-stack intermodal rail service.
The effort is expected to strengthen freight access to the Port of Baltimore, improve supply chain efficiency and enhance the competitiveness of the broader regional rail network. The program also positions the corridor to support future freight growth while improving the reliability of goods movement throughout the region.
Sonoma-Marin Area Rail Transit Windsor Extension
The Sonoma-Marin Area Rail Transit (SMART) Windsor Extension in Windsor, California, earned an Award of Merit in the Airport/Transit category from ENR California. The project was submitted by Stacy and Witbeck Inc. in association with STV.
As a longtime engineering and design partner to SMART, STV played a central role in the extension, leading the design of the track infrastructure, Windsor Station and a segment of the SMART bicycle and pedestrian pathway. The project extends commuter rail service farther into Sonoma County and advances SMART’s long-term vision for a connected regional transit system serving communities throughout the North Bay. The extension further strengthens regional mobility by expanding transportation options and improving connections between communities.
Church Avenue Subway Station Redesign and Accessibility Upgrade
The Brooklyn project received an Award of Merit in the Airport/Transit category from ENR New York. The project was submitted by Urbahn Architects.
Working on behalf of MTA Construction & Development, STV provided PM/CM and design compliance services for the accessibility improvements. The completed work added a new entrance, elevators, stairways, ADA-compliant platform enhancements and a transfer bridge, helping make the station fully accessible. The project is part of the MTA’s broader initiative to improve accessibility across New York City’s subway network.
Jupiter Federal Bridge Replacement, SR 5 (US 1) and SR 811 (Alt A1A)
The SR 5 (US 1) and SR 811 (Alt A1A) Jupiter Federal Bridge Replacement project in Jupiter, Florida, was recognized as a Best Project in the Airport/Transit category by ENR Southeast. The award submission was led by Johnson Bros. Corporation, a Southland Company.
Completed in 2025, the $122 million project replaced the aging bridge over the Loxahatchee River and Intracoastal Waterway with a new twin double-leaf bascule bridge designed to improve mobility, navigation clearance and multimodal access. The project also included enhanced bicycle and pedestrian accommodations, roadway and intersection improvements, intelligent transportation system upgrades, utility relocations and other corridor enhancements.
STV, through its construction engineering and inspection team, supported project delivery for the Florida Department of Transportation. The completed bridge provides improved travel for motorists, bicyclists and pedestrians while strengthening a critical transportation link in northern Palm Beach County. The project also enhances long-term resiliency and mobility along one of the region’s key transportation corridors.
