NEW YORK, NY – STV today announced it has promoted Chris Cerino, PE, F.SEI, DBIA, and Nejat Babur, PE, LEED AP, to senior vice president. Cerino and Babur are national discipline leads for STV’s buildings group, setting the technical direction for the firm’s practices for structural engineering as well as mechanical, electrical and plumbing (MEP) engineering.
The appointments strengthen the firm’s national buildings leadership team as project complexity increases and clients seek greater integration, consistency and delivery certainty across building programs. Their leadership advances engineering standards, design rigor and cross-office coordination, helping ensure consistent, high-quality delivery across STV’s buildings projects.

Cerino leads STV’s national structural engineering discipline and brings more than three decades of industry experience, including nearly 16 years with the firm. He has led some of STV’s most complex and high‑profile projects and is widely recognized across the structural engineering profession, including through national leadership roles with the National Council of Structural Engineers Associations (NCSEA). Cerino was named Engineer of the Year by the American Council of Engineering Companies of New York in 2021 and holds a Bachelor of Architectural Engineering from Pennsylvania State University.
Babur leads STV’s national MEP engineering discipline, where he brings more than 35 years of experience, including more than seven years at STV. He has been instrumental in strengthening the firm’s MEP technical standards through integrated advanced modeling and analytical tools. Babur is widely recognized as an expert in pharmaceutical facility design and has authored articles for industry publications, including the American Institute of Chemical Engineers’ Chemical Engineering Progress, as well as for international technical publications. He holds a Master of Science in Energy Engineering from the University of Arizona and a Master of Science in Mechanical Engineering from Middle East Technical University.
