FRANKLIN, TN – STV today announced the promotion of Craig Phelps to vice president, project controls director, where he will lead strategies that support both design and project management efforts that enhance financial and operational oversight. The promotion strengthens STV’s ability to deliver integrated project controls solutions as infrastructure grows in scale and complexity, with 37% of engineering and construction leaders reporting missed budget or schedule targets due to ineffective risk management.

Phelps brings more than 25 years of experience developing, implementing and managing project systems across the full lifecycle of a project. His expertise spans project planning, work breakdown structure development, budgeting, earned value management, document management, team coordination and performance reporting for large-scale infrastructure programs. Phelps earned a Bachelor of Science degree in business administration and management from California State University, Fullerton.

STV’s project controls team integrates cost, schedule and risk management into a unified delivery strategy to improve project performance and predictability.
