STV Taps Les Shepherd to Lead Federal Civilian Market

WASHINGTON, DC – STV, a professional services firm that plans, designs and manages infrastructure projects across North America, today announced that Leslie (Les) Shepherd, FAIA, LEED AP, has joined the firm as vice president and market sector leader for federal civilian programs within the firm’s national buildings group. In this role, Shepherd will oversee federal civilian clients, encompassing non-military federal government agencies and departments, and be responsible for driving business development, community relations, staff engagement, project delivery and financial performance.

Plus, his expertise in federal courthouses will be a great boost to our industry-leading justice design practice.”

Shepherd is a seasoned architect and project manager with more than 35 years of experience providing national leadership for federal architectural and engineering design projects. Before joining STV, he spearheaded all federal civilian projects for a leading U.S. architecture firm. Prior to that, he served the U.S. General Services Administration (GSA) for 28 years, including a 12-year tenure as chief architect, during which he oversaw the design of approximately 160 projects totaling $16 billion in value. As deputy chief architect at GSA, he was instrumental in updating the Facilities Standards for the Public Buildings Service (P100) in 1999, mandating all major GSA design and construction projects to adopt Leadership in Energy and Environmental Design (LEED) standards, significantly advancing the sustainability of federal buildings.

Shepherd holds a Bachelor of Architecture from Texas Tech University. He is a longstanding member and fellow of the American Institute of Architects (AIA).
