Dallas ISD's Largest-Ever Capital Investment Will Modernize Campuses Across the District

DALLAS, TX – STV has been selected to provide program management (PM) services for Dallas Independent School District’s 2026 Bond Program, a $6.2 billion initiative that will build 26 replacement schools, modernize every campus across the district and remove 700 portable classrooms currently serving nearly 10,000 students. Approved by voters in May 2026, the program represents the largest capital investment in Dallas ISD’s history and one of the most significant K-12 infrastructure programs in Texas.

As program manager, STV will support planning, design, procurement, construction oversight and program controls across one of the nation’s largest K-12 capital programs. The initiative is designed to replace facilities that average 70 years old while advancing districtwide improvements, including safety and security upgrades, technology investments, transportation enhancements and improvements to physical education facilities.

“The scale of Bond 2026 requires close alignment among district leadership, designers and construction partners to coordinate hundreds of projects under a shared vision,” said Wayne Warren, vice president and senior program manager at STV. “That collaboration creates the foundation for successful project delivery and helps ensure Dallas ISD realizes the full value of this historic investment.”

STV’s team combines experts who have supported major educational capital programs throughout Texas and across the country. The firm’s approach integrates program controls, cost management, scheduling, stakeholder engagement and construction management into a single delivery framework. The project reflects the growing nationwide demand for strategic PM services as school districts address aging facilities and evolving educational needs. By coordinating planning and delivery across a large portfolio of projects, program managers play a critical role in helping districts maintain transparency, manage risk and keep projects aligned with community expectations.

STV provides comprehensive PM services for complex infrastructure projects for school districts, as well as transportation, aviation, healthcare and other public- and private-sector clients. The team helps navigate planning, procurement, design and construction while aligning cost, schedule and project outcomes throughout delivery. Select marquee projects include the Austin ISD program, Northeastern University’s Matthews Arena as well as Dallas Fort Worth International Airport (DFW) and George Bush Intercontinental Airport (IAH).
