Avalon 555 President is a 24‑story mixed‑use tower on Baltimore’s waterfront featuring 400 residential units, ground‑floor retail and approximately 350 structured parking spaces. Designed to bring new housing opportunities and active street‑level retail to a growing urban district, the project required extensive site engineering, entitlement coordination and resilience planning due to its waterfront location within a tidal floodplain.

What challenges did STV address?

Delivering a modern, high‑rise mixed‑use development in a flood‑prone coastal zone required addressing both regulatory and environmental constraints. The project needed multiple city approvals, detailed due diligence, utility coordination and a tailored approach to flood mitigation to ensure safe, code‑compliant residential and commercial spaces. Enhancing pedestrian access, integrating new streetscape features and aligning with public‑space requirements added further complexity.

What solutions did STV deliver?

STV provided planning, surveying, site engineering and due diligence services to advance the project through approvals and permitting. The team prepared civil engineering documents, coordinated all site utilities and developed developer agreement materials, addressing public utility improvements, streetscape design and street tree selections. Given the building’s floodplain location, STV delivered a comprehensive flood mitigation strategy that elevated habitable spaces above the design flood elevation, achieving two feet of freeboard for enhanced resilience. Accessible entrances were incorporated into both retail areas and the main residential lobby.
