Hudson Line Climate Resilience Program

The Metropolitan Transportation Authority (MTA) selected the STV/WSP joint venture to lead design and preliminary engineering for a $270 million climate resilience initiative along Metro-North Railroad’s 75-mile Hudson Line. Part of a broader $800 million resilience effort, the program will address vulnerabilities to flooding, extreme rainfall, mudslides and washouts while developing a framework to guide future resilience investments across the corridor.

What challenges is STV addressing?

Stretching from New York City to Poughkeepsie, the Hudson Line faces increasing exposure to coastal flooding, extreme rainfall, mudslides and washouts. Low-lying portions of the corridor are also vulnerable to projected sea-level rise, creating risks for a critical regional rail connection.

What solutions is STV delivering?

The STV/WSP joint venture will advance preliminary engineering for a near-term design-build package targeting vulnerable portions of the line between Spuyten Duyvil and Hastings-on-Hudson. The team will also develop a corridor-wide resilience framework to inform future investments. Field assessments will use mobile LiDAR, ground-penetrating radar and AI-enabled subsurface mapping tools.

How will this project benefit the region?

The program will help the MTA identify climate risks, prioritize resilience investments and strengthen a rail corridor connecting New York City and the Hudson Valley. The MTA’s broader capital program specifically identifies protecting the Hudson Line as a climate-action priority.
