The I‑78 toll bridge over the Delaware River is the most heavily traveled bridge operated by the Delaware River Joint Toll Bridge Commission, serving as a critical connection between Pennsylvania and New Jersey. To enhance safety, reliability and traveler comfort along this vital corridor, STV provided design and engineering services for parapet and roadway upgrades along a 2.25‑mile segment in Northampton County, Pennsylvania. The work also included multiple structures along the corridor, such as spans over SR 0611, SR 0519, Ramp C and improvements near the Pennsylvania Welcome Center.
What challenges did STV address?
The existing corridor required a comprehensive review of structures, safety systems, and utilities to ensure compliance with Pennsylvania Department of Transportation (PennDOT), New Jersey Department of Transportation (NJDOT) and AASHTO standards. STV evaluated guide rails, noise barriers, lighting systems and utilities to determine upgrade needs. The team also conducted ramp and bridge inspections while assessing constructability to maintain traffic along one of the region’s busiest interstate crossings.

STV performed a concept study, detailed inspections and coordinated utilities to support safer, more resilient bridge and roadway operations. The team developed design recommendations for parapet upgrades, lighting and barrier enhancements and provided constructability reviews to ensure efficient and safe construction staging. STV’s work supported the Commission’s larger effort to modernize infrastructure across the I‑78 corridor.
