I-95/I-276 Interchange

For decades, a full freeway‑to‑freeway connection between I‑95 and I‑276 remained unrealized because the original turnpike‑style interchange could not support modern traffic demands. To address this longstanding regional mobility gap, the Pennsylvania Turnpike Commission advanced a transformative program to create a free-flowing, high-speed interchange linking these two heavily traveled corridors. STV was selected to design a major segment of the program, delivering roadway widening, interchange upgrades and new tolling infrastructure for Section I‑95B in Levittown, Pennsylvania.

What challenges did STV address?

The project required rebuilding 13,000 linear feet of highway while widening both I‑95 and I‑276 from four to six lanes. STV needed to design improvements that worked within an active interstate environment with heavy daily traffic volumes, integrate open road tolling infrastructure and support a new operational configuration across multiple jurisdictions. The design also had to maintain mobility throughout construction and accommodate advanced tolling and vehicle‑weighing systems operating at highway speeds.

What solutions did STV deliver?

STV designed roadway widening, new approach roadways and the mainline toll plaza, including scales that assess tolls for vehicles traveling at full speed. The team delivered traffic analyses, drainage improvements and two approach bridge replacements. STV also coordinated closely with a general fare consultant to ensure tolling and ITS installations were seamlessly integrated into the design and fully functional upon implementation.

How does this project benefit the community?

The new interchange finally establishes a long‑needed direct link between I‑95 and I‑276, reducing congestion, improving safety and strengthening regional freight and commuter mobility. The addition of open road tolling provides faster, smoother travel and positions the corridor for long‑term operational efficiency.
