For decades, concerns that a low-speed, conventional turnpike-style interchange would not be able to handle present and future traffic demands precluded officials from pursuing construction of a direct connection between I-95 (Delaware Expressway) and I-276 (Pennsylvania Turnpike). To address those needs, the Pennsylvania Turnpike Commission undertook a transformative program to create a free-flowing interchange between the two highways. STV was selected to design a system of expanded roads, along with new and refurbished tolling plazas, for Section I-95B in Levittown, PA.
The program included widening both I-95 and I-276 from four to six lanes for a total of 13,000 linear feet of reconstructed and added highway. The new lanes feature open road tolling so that drivers can pass through toll plazas at highway speeds. STV also designed a new main line tolling plaza with supporting roadway approaches extending from Interchange 351 to the east of the Galloway Road overpass. The plaza features scales that assess tolls by weighing vehicles that are traveling at highway speeds. STV coordinated with a general fare consultant to make sure that all installations were functional when incorporated into the design.
