Massachusetts Statewide Resilience Finance Strategy

STV partnered with the Massachusetts Executive Office of Energy and Environmental Affairs (EEA) to develop initial stages of an implementation framework for the state’s ResilientMass Finance Strategy. The effort establishes a long-term approach to funding and delivering climate resilience projects by aligning policy, financial tools and community readiness. Central to the initiative is the design of a Resilience Revolving Loan Fund (RRLF) that is proposed in Governor Healey’s 2025 Mass Ready Act, creating a sustainable, self-replenishing platform to help municipalities and tribes advance resilience projects at scale.

What challenges did STV address?

Massachusetts communities face growing climate risks alongside constrained local capacity, limited funding access and fragmented financing pathways. While resilience needs are clear, many municipalities lack the financial tools, staffing resources and program structure required to advance projects from planning into implementation.

At the same time, existing funding mechanisms often fall short of supporting long-term, programmatic investment, limiting the state’s ability to scale resilience solutions across all communities.

What solutions did STV deliver?

STV led the development of initial stages of an implementation framework for the comprehensive statewide resilience finance strategy, grounded in the real-world constraints facing municipalities.

The team assessed municipal readiness across financial and institutional dimensions, evaluated resilience finance tools from across the country and applied those insights to design the structure of the proposed Resilience Revolving Loan Fund (RRLF).

How will this project benefit Massachusetts and the surrounding region?

The initiative establishes a scalable, statewide model for resilience investment that enables communities to move from reactive funding approaches to proactive, long-term capital planning.

By pairing financing with technical support, MA aims to reduce barriers to entry and expand access to resilience funding for communities of all sizes, including those with limited internal resources. It strengthens the Commonwealth’s ability to deliver coordinated, sustained investment in climate adaptation while improving infrastructure performance and community preparedness.

Beyond Massachusetts, the framework creates a replicable model for other states seeking to align resilience planning with durable financing mechanisms, positioning the Commonwealth as a national leader in resilience finance.
