Virginia Amtrak Stations Condition Assessments and Needs Analysis

To create a consistent passenger experience and plan for long‑term station capacity, the Virginia Department of Rail and Public Transportation (DRPT) developed a standardized approach to evaluate passenger rail stations across the Commonwealth. On behalf of DRPT, STV performed condition and need assessments for 20 Amtrak stations located throughout Virginia. The effort established a clear baseline for each facility and set the foundation for future investment that enhances mobility, safety and comfort for riders statewide.

What challenges did STV address?

Virginia’s passenger rail stations vary significantly in age, size and function. Many required upgrades to meet evolving accessibility expectations, operational needs and customer service standards. STV was tasked with developing a consistent evaluation framework capable of assessing diverse station assets and identifying both immediate rehabilitation needs and long‑term improvement priorities.

What solutions did STV deliver?

STV evaluated each station across major components including street and urban interfaces, enclosed buildings, grounds, canopies, platforms and track, yard and servicing facilities. The team documented existing conditions, identified rehabilitation needs and categorized future improvements. STV also developed cost estimates and produced a suite of materials for DRPT, including one‑page information sheets, executive summaries, needs reports and a GIS database that enables systemwide planning and comparison.
