The Western Massachusetts Regional Women’s Correctional Center is an 80,000‑square‑foot, three‑story facility located in Chicopee, just north of Springfield. Designed to house 300 women across minimum to maximum security levels, the center incorporates 176 precast modular cells and is planned with the ability to double in size as community needs evolve. STV provided architectural design, civil engineering, landscape architecture and construction administration services for the design‑build delivery of this forward‑looking correctional environment.
What challenges did STV address?
Hampden County sought a women’s correctional facility that balanced security with a commitment to rehabilitation, therapeutic programming and wellbeing. The design needed to support mental health treatment, education, vocational training and flexible circulation, all while facilitating safety and operational efficiency. Additionally, the project required close coordination with the City of Chicopee, the Commonwealth of Massachusetts and the Hampden County Sheriff’s Office to ensure alignment with local goals and regulatory requirements.

STV designed the facility around a main circulation spine that organizes movement, enhances visibility and improves safety. STV’s architectural approach emphasizes a more normative, humane environment through abundant natural light, wood accents and purposeful floor patterns. The center’s modular‑cell system and expandable footprint provide long‑term adaptability for the county.
