STV Engineer Takes Helm as PSPE Western Region Vice President

STV’s Joseph Garlicki (center in photo), PE, senior engineer, was recently sworn in as the Western Region vice president of the Pennsylvania Society of Professional Engineers (PSPE). Garlicki’s appointment comes a year after he received the Chapter’s Dedicated Service Award at its National Engineers Week banquet.

“This organization, which unites engineers across disciplines, has been a cornerstone of my professional life,” Garlicki said. “I’m committed to upholding our high standards and inspiring the next generation of engineers. “

Garlicki has over 24 years of experience in bridge design, analysis and construction services, and has contributed to major STV projects such as the I-95 Betsy Ross Interchange; the Scudder Falls Bridge Replacement; Massachusetts Bay Transportation Authority’s Green Line Extension light-rail project; and Metro’s Purple (D) Line Extension project in Los Angeles, part of the city’s preparation for the 2028 Summer Olympics. In addition to his PSPE involvement, Garlicki is also a member of the American Society of Highway Engineers’ Pittsburgh Section and the Lawrenceville Historical Society in Pittsburgh.

Garlicki’s involvement in the engineering community extends beyond his new role. An active member of the Pittsburgh Chapter of PSPE since 2006, he has served in various leadership positions, including chapter president. He also contributes to educational initiatives like MATHCOUNTS and serves as Secretary of the Pennsylvania Engineering Foundation.

A lifelong resident of Pittsburgh’s Lawrenceville neighborhood, Garlicki supports numerous local organizations and participates in community improvement projects. He maintains strong ties to his alma mater, the University of Pittsburgh, and pursues diverse interests including iconography, singing in his church choir and local history.
