MBTA Ferry Assessment and Passenger Vessel Procurement

The Massachusetts Bay Transportation Authority (MBTA) engaged STV as prime consultant to provide engineering and planning services supporting its ferry operations. STV’s work encompassed assessment of two existing commuter ferries and technical marine engineering and procurement support for two new 27-meter, 150-passenger catamaran-style vessels for passenger service connecting Hingham and Hull with Logan International Airport and Long Wharf in downtown Boston.

What challenges did STV address?

MBTA first needed to determine whether two existing 24-meter commuter ferries should be acquired by MassDOT. STV evaluated the vessels, including potential repairs and upgrades, regulatory reactivation costs, operating considerations and shipyard timelines. The subsequent procurement required technical and commercial specifications addressing federal, state and local requirements, vessel accessibility and U.S. Coast Guard regulations.

What solutions did STV deliver?

STV inspected the existing ferries and prepared an assessment supporting the acquisition decision. For the new vessels, STV provided marine engineering design and procurement support, developed contract documents, specifications and drawings, and supported bidding and contractor selection. The team subsequently supported design reviews, construction, in-process inspections, U.S. Coast Guard compliance testing, sea trials and warranty activities.

How does this project benefit the region?

The resulting Champion and Glory are high-speed commuter ferries capable of carrying 150 passengers at 29 knots. Accessibility features include bow loading, an ADA-accessible restroom, mobility-device seating with companion seats and an inductive loop for passengers with hearing impairments.
